RF sensing system project

I should develop RF sensing system to measure the pointing of a satellite with respect to a ground beacon. The system comprises a dedicated antenna and a redundant receiver. The antenna is equipped with a four horn feed and hence four antenna lobes. By sequentially measuring the received signal in the four lobes, the pointing of the antenna with respect to the ground beacon can be calculated. The measurement is performed in a digitized PLL. The measurement amplitude is digitised and pointing is calculated.

The task is to design the FGPA based digital PLL using MATLAB programming.

Is there any matlab programming master who can give me some idea on the MATLAB programming for the FPGA based digital PLL?
