从NS网站下载的.bxl封装文件怎么转成protel的pcb库文件？

国半公司网站上http://www.national.com/cad下载了一款芯片的封装文件
是.bxl格式的
用Ultra Librarian软件打开后，发现没有转成protel的选项
尝试转成orcad的layout格式，也没成功
有哪位高手知道怎么转吗？[em13]
