When no SIM card, handset shall be available to make an emergency call if there has network coverage.
Procedure:
(1)  Remove SIM card.
(2)  Verify the device into the network coverage.
(3)  Turn on the DUT.
(4)  Make an emergency call
(5)  Check the phone is connected successfully.

When PIN1 block, handset shall be available to make an emergency call if there has network coverage.
Procedure:
(1) Turn on the DUT.
(2) Enter wrong PIN1 three times, and the SIM card will be blocked.
(3)   Verify the device into the network coverage.
(4)   Make an emergency call
Check the phone is connected successfully.

When PIN1 not entered, handset shall be available to make an emergency call if there has network coverage.
Procedure:
(1)  Turn on the device.
(2)  Verify the device into the network coverage.
(3)  Make an emergency call
Check the phone is connected successfully.

When use a SIM card which can not roaming to any network, handset shall be available to make an emergency call if there has network coverage
Procedure:
(1)   Use a SIM card which can not roaming to any network.
(2)   Turn on the DUT.
(3)   Verify the device into the network coverage.
(4)   Make an emergency call.
Check the phone is connected successfully.

When no network coverage and handset is in the conditions above, if user makes a emergency call, handset shall show blank or “No service
Procedure:
(1)   Verify no any network coverage and handset is in the conditions above.
(2)   Turn on the DUT.
(3)   Make an emergency call
