Before Send SMS, firstly check if current active SC is empty, if it is, MMI SMS has to store the SMS without sending.Then check if FDN is on: if it is, send SC address and DA number to L4 for checking if they are both in FDL; otherwisesend it directly. If FDN is on but not both of SC and DA are in the FDL, MMI SMS shall store the SMS without sending.When sending SMS, pack it into proper format first, and then send all egments as a whole. After collect all of the responses, inform user the result: if one of them fail, the result is fail and MMI SMS has to store the SMS into storage
