3GPP Specs
1.Numbering Scheme
All 3GPP Specs including both 3G and 2G have a unique and uniform format of number being composed of 4 or 5 digits, for example 04.08 or 24.008. The first two digits indicates the series as listed in the following table. After them, there is an alternative selection, either 2 further digits or 3 furhter digits. The former should be mapped into one range from 01 series to 13 series, while the latter should be corresponding to the other from 21 to 55 series.
Particularly, a Spec in the 21 to 35 series may apply either to only 3G or to both 2G and 3G. Here, there is a clue to the third digit, which implies that it may apply to both systems above, while the other without the function. For example, 24.008 applies to 3G and 2G systems whereas 24.141 applies only to 3G system.
However, when the numbering space has been used up, the rule will be broken. Therefore, it is very necessary for you to do the following alternative steps,
either
To examine the information page for each spec
or
To check the lists in 01.01/41.101(2G) and 21.101(3G).

2.Releases
As for the procedure of a 3GPP Spec release, the 3GPP adopts a system of parallel releases. Here, so-called "parallel" represents that the 2G and 3G systems are released by 3GPP simulteneously.
